Description

Consumers Council of Canada provides recommendations for the design and development of a National Standards Strategy that gives priority to consumer and public interests. Unlike many countries where national standards bodies are private corporations, Canadian citizens pay directly for their standards system infrastructure through taxes, yet are poorly represented in a system dominated by bureaucrats, influential national and international corporations, and foreign standards development organizations. At a time when federal and provincial governments are encouraging regulators to put more emphasis on developing public policies with incorporation by reference of private standards into regulations and other Canadian public policies, the time has come for Standards Council of Canada and federal and provincial governments to provide legislative and financial support needed to ensure greater engagement of consumer and public interests in standardization. This paper offers recommendations to achieve a National Standards Strategy with the transparency, inclusiveness and scope to serve all Canadians.
