Consumers Council of Canada wishes to improve the understanding of its members and the interested public about how environmental credits may contribute to ‘net-zero’ emissions, for the benefit of consumers and the environment. This member-volunteer-produced paper consolidates information and ideas from many sources into a single document about this topic. In addition, it attempts to contextualize recent news about the sale by Ontario Power Generation of environmental credits to Microsoft and a response by the Ontario Energy Board to an intervention by Environmental Defence concerning OPG’s issuance of such credits. The views expressed in this discussion paper are those of its author. Access to this publication is free for a brief period. However, your payments help the Council to represent consumers in this and other complex issue areas.
