After 25 years of experience with DAAs delivering regulatory services to the public, governments continue to seek more efficient, effective administration of licensing and safety programs. This report examines the DAA model, to help consumers, government planners and existing DAAs explore the benefits and challenges of delivering regulatory mandates this way. This report identifies lessons learned and future opportunities to strengthen consumer confidence in DAAs and their work.
